Who Taloja suits
Buyers for whom price is the binding constraint, and buyers who work locally — the industrial estate is a substantial employer and a short commute there is worth a great deal.
It also suits buyers with a long horizon who are comfortable that connectivity may improve, without needing it to.
Who Upper Kharghar suits
Buyers who want the Kharghar side of Navi Mumbai but cannot reach Kharghar pricing, and who can wait. The planned township format appeals to households who value layout and amenity provision.
It suits people comfortable evaluating under-construction projects, because that is nearly all of what is available there.
What both require you to accept
In both nodes, ready-to-move inventory is very limited. If you need to move soon, neither is likely to serve you, and that constraint should be established before you invest time in the comparison.
Both are also, to differing degrees, positioned partly on future infrastructure. Test whether each works on today's connectivity, and treat improvement as upside rather than as the basis of the decision.
How to settle it
Drive both commutes, at your actual travel times, from specific addresses rather than from the node in general.
Then compare on all-in cost per square foot of carpet area for the configuration you actually need — not on headline rates, which are not comparable across projects with different loading and cost sheets.
